This story sounds typical of how school districts don't "get it".
The system has basically left it up to the parents to be the legal experts and entity to enforce compliance. No part of the system seems to do it.
"She said she tried for years to get the Collier County School District to properly evaluate her student for a learning disability. Frustrated with what she said was a lack of district response, she has removed her daughter from Collier County schools."
Compare that statement with what IDEA 2004 says:
(b) Request for initial evaluation. Consistent with the consent requirements in Sec. 300.300, either a parent of a child or a public agency may initiate a request for an initial evaluation to determine if the child is a child with a disability.
c) Procedures for initial evaluation. The initial evaluation-
(1)
(i) Must be conducted within 60 days of receiving parental consent for the evaluation; or
(ii) If the State establishes a timeframe within which the evaluation must be conducted, within that timeframe; and
(2) Must consist of procedures--
(i) To determine if the child is a child with a disability under Sec. 300.8; and
(ii) To determine the educational needs of the child.

Hello, I am hoping there is someone that could explain to me why I have seen to notice a high percentage of V,E positions now have some type of athletic attachment to the job postings on the HCPS district HUMAN RESOURCE web site.
This is something that I have not ever noticed before in past years!
Furthermore, this as something that strongly concerns me because a ESE position is so demanding of a special education teachers' time that if the school district now wants some of our students ESE teachers to coach a sport along with the responsibility of making sure that all of our kids are being properly served! According to a child's IEP!agreement,
Which the special education teacher has to also write! along with having to hold the IEP meetings with that particular child's parents.
It seems to me that attaching any athletic, position two job position in a school ESE department that it! It would most likely be sure to! Very seriously undermine that ESE departments' ability to properly serve any of our children.
Furthermore, a VE/ESE position! is classified as an area of critical shortage and by attaching some type of sporting position to the job title would seriously lower the amount of qualified applicants for that VE/ESE position.
I don't have a clue.
Perhaps the District is trying to entice coaches to come sit in the ESE room and simply babysit.
The basic challenge to VE/ESE students is communication. How many coaches understand picture communication and other types of symbol recognition to pair with words?
Far too many teachers are in positions that do not understand how to teach commmunication.
